Circular fashion beyond recycling

Recycling belongs in the answer. It just cannot carry the whole answer by itself.

Fashion likes a clean ending. A garment is bought, worn, dropped into a collection bin, and returns as fibre for the next garment. The loop closes. The conscience relaxes.

The real system is less neat. Recycling is a serious part of circular fashion, but it sits at the far end of a longer chain of decisions: how a piece is designed, how long it remains useful, whether it can be cared for, whether it can be resold or repaired, whether it is collected separately, and whether its fibres are compatible with the recycling process waiting downstream.

Treating recycling as the whole story makes circularity sound easier than it is. It also risks missing the quieter work that keeps garments valuable before they become waste.

The first loop is use

The Ellen MacArthur Foundation's circular fashion work frames the current clothing system as heavily linear: production has increased while clothing use has fallen. In its fashion circular economy deep dive, the Foundation says clothing production approximately doubled over a 15-year period, while clothing use declined by almost 40%. The useful conclusion is not that every garment should become a recycling feedstock sooner. It is that many garments should stay garments longer.

Durability is not only about thicker cloth or stronger seams. It is about a piece remaining physically intact, socially wearable, and simple enough to maintain. A coat that can be brushed, relined, and repaired has a different life from one that fails at the first broken zip. A knit that can tolerate careful washing and de-pilling has more room to stay in rotation. Good care is not glamorous, but it is one of the most direct forms of circular fashion because it delays the moment when the system has to process waste at all.

Reuse belongs here too. Resale, hand-me-downs, rental in some categories, and ordinary wardrobe reactivation all rely on a garment still having enough condition, relevance, and information attached to it. A well-made piece with a known material, clear care path, and intact hardware is easier to keep moving. A damaged, anonymous blend with missing labels asks more of every person and every system it meets.

Repair is design, not aftercare

Repair often gets treated as a sentimental add-on, something a careful owner chooses after purchase. That is too late. Repairability is designed in or out much earlier.

Buttons can be replaced. Standard zips can be swapped. Linings can be opened and closed again. Shoes can be resoled when the construction allows it. By contrast, fused layers, decorative hardware that cannot be removed, fragile coatings, and construction that destroys itself during disassembly make repair expensive or impossible. The question is not whether someone cares enough. The question is whether the garment gives care a chance.

The European Commission's EU Strategy for Sustainable and Circular Textiles points in this direction. Its 2030 vision is for textiles placed on the EU market to be durable, repairable, recyclable, and, to a great extent, made of recycled fibres. Its listed actions include design requirements intended to make textiles last longer and become easier to repair and recycle. In other words, recycling is one requirement among several. The garment still has to survive use, repair, and sorting before recycling can do useful work.

Collection decides what recycling can see

Even a recyclable garment needs to arrive in the right stream. That is one of the less visible bottlenecks. The OECD's 2026 paper on due diligence in garment and footwear recycling says separate collection of post-consumer textile waste remains a major challenge. It also notes that most post-consumer textile waste is still disposed of in mixed household waste, where textiles are easily contaminated and usually removed permanently from recycling streams.

This is the practical part that a slogan tends to skip. A shirt in a clean, separate textile collection stream is not the same input as a shirt pulled from residual waste after contact with food, moisture, chemicals, or sharp objects. Collection quality changes what sorters can identify, what recyclers can accept, and what value remains in the material.

Extended producer responsibility is part of the policy response in several jurisdictions, especially in Europe, where separate textile collection and producer responsibility rules are moving into sharper focus. But collection systems still have to handle real garments, not ideal diagrams: pieces with stains, missing labels, mixed fibres, elastane, coatings, trims, and accessories attached.

Fibre compatibility matters

The word "textile" hides a lot. Cotton, wool, polyester, nylon, viscose, elastane, metallic yarns, laminates, coatings, leather patches, plastic buttons, metal zips, glued labels, and embroidery do not behave as one material. A recycler needs inputs that match the process. Mechanical recycling has different constraints from chemical recycling. Fibre-to-fibre recycling is not the same as downcycling into insulation, wiping cloths, or lower-grade applications.

The OECD's 2026 recycling paper identifies mixed-fibre products, residues, moisture, attached accessories, and coatings as factors that often prevent effective recycling or make it more costly. It also reports that the market share of recycled fibres was estimated to have stagnated at around 7.6% in 2024, citing Textile Exchange data. That figure does not make recycling unimportant. It makes the scale of the gap visible.

A mono-material garment is not automatically virtuous, and a blend is not automatically irresponsible. Performance, comfort, durability, and care all matter. But fibre choices should be made with the next stage in mind. A blend that helps a garment last for years may be defensible. A blend used casually because it is cheaper, then marketed as circular because a takeback bin exists, deserves more scrutiny.

The better question

"Can this be recycled?" is a useful question. It is just late. Better questions start earlier. Can this be worn often? Can it be cleaned without damage? Can a tailor open it? Can hardware be replaced? Can the material be identified later? Can it move into reuse before it moves into waste? If it is collected, will it stay clean enough to sort? If it reaches a recycler, is the fibre composition compatible with the process?

Circular fashion is strongest when these questions work together. Recycled content can reduce demand for virgin fibre in some contexts. Recycling can recover value from material that would otherwise be lost. Collection and sorting systems deserve investment. None of that removes the need for durability, care, reuse, repair, and design that respects the material's next life.

Recycling is not the loophole that lets fashion keep moving at the same speed. It is one tool in a slower, more demanding system. The loop begins while the piece is still being worn.
